“AGENDA 22 – Instructions for local authorities – disability policy
planning” is prepared by the Swedish Cooperative Body of organizations
of disabled persons and is promoted on European level as important
document for realization of human rights of persons with intellectual
disability. “AGENDA 22” is a guideline for local authorities for preparation
and realization of disability policy plan on local level, in cooperation
with the Non-Governmental Organizations that represents their interest.
PORAKA published this material due to its importance for the ongoing
reform of decentralization in Republic of Macedonia.
Together with “AGENDA 22”, the publishing of “Experiences
from Sweden – National Action Plan for Disability Policy – Disability
Policy on Local Level” represents contribution of PORAKA
in the preparations for de-centralization of the overall care and
protection regarding the persons with intellectual disability i.e.
assistance and support to the local authorities for creation of conditions
for realization of the rights of the persons with intellectual disability
in their place of living and provision of quality services on local
level.
The material represents collection of two documents: “National Action
Plan for the Disability Policy” where the priorities and the guidelines
are shown as well as the planned activities of the national policy
in Sweden regarding the equalization of the opportunities for the persons
with disability; and “Local Policy for the Persons with Disability”,
which represents an example for concrete activities that are realized
on local level and are referring to the city of Linkoping in Sweden.
“Make it Simple – European Guidelines for publishing easy-to-read
information” is a material, which emphasizes the meaning
of the accessibility to information regarding the everyday life,
culture, literature, laws, local and national policies. The material
consists of guidelines and advises for the journalists, authors,
editors, translators and information providers for preparation of
information in an available and easy-to-read way for the persons
with intellectual disability.
“Make It Simple” is prepared by the Inclusion Europe in order to assist
against the exclusion of major part of the European population from
the relevant and actual information. PORAKA translated and published
the material within the project “Advancement of the Human Rights of
the Persons with Intellectual Disability in the Civil Society” and
promotes the same material within the campaign for raising public awareness
during 2003 – The European Year of the Disabled Persons.
“National Report for human rights of persons with
intellectual disability in Republic of Macedonia ” is a detailed analysis
of legal possibilities and their practical realization in Republic
of Macedonia , and gives recommendation for advancement of the human
rights of persons with intellectual disability.
These recommendations are consisted in the Declaration for equalization of rights
and opportunities of persons with intellectual disability in the civil society,
adopted on the PORAKA's Conference for advancement of the human rights of persons
with intellectual disability in the civil society in Skopje , 26th of June, 2002.
Also, these recommendations represent the base of the Inclusive Action Plan,
which consists the priorities for actions in future.
