National campaign for
support of persons with intellectual disability “Do not test only your intelligence,
test your humanity”
Within 2003 – The European Year of Persons with Disability,
the Republic Center for Support of Persons with Intellectual Disability
– PORAKA in cooperation with the marketing agency IDEA Plus DDB, was
realizing media campaign for support of persons with intellectual disability
in Republic of Macedonia . The campaign was aimed towards the wider
public, and also towards the institutions relevant in this area. The
campaign includes TV spot, poster, flyers and city lights, material
that in a sensitive, human and creative media manner approaches the
main areas of action:
1 Social Security
2 Education for all and possibility for employment
3 Health protection and Rehabilitation
4 De-institutionalization – alternative community-based
services.
With the motto “ Do not test only your intelligence, test
your humanity ”, the Republic Center for Support of Persons
with Intellectual Disability – PORAKA realizes the campaign for: breaking
prejudice and building positive image, emphasizing the potential
and possibilities of persons with intellectual disability .
C hal lenging the conscience of the citizens and the institutions
of the system, this campaign aims towards changes of attitudes, creation
of policy for equalization of the opportunities for persons with
intellectual disability and directs towards distinction between mental
illness and intellectual disability.

The campaign is supported by the Office of GTZ – Macedonian-German
technical cooperation, the Ministry of Labour and Social Policy, the
Ministry of Education and Science and the Ministry of Health, but contribution
was made also by SET Computers, EURO LINIJA and Image PR . The Broadcasting
Council, evaluating the character of the campaign as a wider public
interest, provided media coverage of the campaign by the national service.
Welcoming the human action, the world famous music star Moby joined
this campaign by allowing the right for using the mega hit “Porcelain”
from the album “Play”, as a music background of the TV spot.

In order of better information and accessibility of
the goals of the campaign for support of persons with intellectual
disability “Do not test only your intelligence, test your humanity”,
PORAKA printed the flyers for public information on the languages of
five ethnic communities that live in R.Macedonia (Albanian, Turkish,
Roma, Vlah an Serbian language).
The distribution of the flyers was realized in cooperation with the
local organizations of PORAKA and included the primary target group
(the wider public – citizens) and the secondary target group (decision-makers:
The Parliament, The Government, Governmental Bodies and Institutions,
Medical Centers, Centers for Social Work etc) and everyone had the
opportunity to make contribution for successful realization of the
campaign goals.
Around 3-th of December, the International Day of persons with disability,
flyers were distributed in the daily newspapers: Utrinski Vesnik, Dnevnik,
Roma Times and Fakti. |

One of the activities within the campaign – creation of web site - was realized
with support by SET Computers. The address of the web site that contains information
for the organization, the goals, the principles of acting, as well as program
and project activities, is www.poraka.org.mk .
Macedonian Posts in cooperation with PORAKA prepared corresponding stamp with
the logo of 2003 – The European Year of Persons with Disability, as their contribution
in the realization of the campaign.
On the 25 th November 2003 , as a finishing part of the campaign, National
Conference “EQUAL RIGHTS – EQUAL OPPORTUNITIES” was held. During
the Conference insight was made on the changes in the legislation, the current
situation and the practical application regarding the realization of basic
human rights for persons with intellectual disability in R.Macedonia in 2003.
Over 100 participants transformed the conclusions into DECLARATION ,
which is basis for creation of multi-disciplinary action plan for integration,
accessibility and improvement of the social and economic possibilities for
the persons with intellectual disability in Republic of Macedonia .
During the Conference “EQUAL RIGHTS - EQUAL OPPORTUNITIES” promotion and presentation
of the international documents “AGENDA 22” and “Swedish Experiences” regarding
decentralization of the system of care and protection of persons with intellectual
disability was made.
Inspired by the campaign, painter from Kumanovo professor Tane Atanasovski
– Garski took part in the action on his initiative, and donated 40 paintings
as his contribution. He also assisted in the organization of a sale exhibition
in Kumanovo. The money from the sold paintings is aimed for establishing day
center for persons with intellectual disability in Kumanovo. Therefore, on
27 th of November 2003 Auction was organized in the Museum of City of Skopje.
During the auction formally were given plaques and acknowledgements to those
individuals, institutions and organizations that supported PORAKA and made
contribution in realization of the goals of the campaign.
For the occasion of 3-th of December, the International Day of persons with
disability, PORAKA organized exhibition of children drawings and hand made
objects. Children and adolescents with and without disability from all over
Macedonia participated at the exhibition, and the most successful ones were
adequately rewarded. The exhibition was in the hal l of the Home of Humanitarian
organizations “Dare Dzambaz” in Skopje in the period from 25 th of November
till 15 th of December 2003.
During 2003 – The European Year of Persons with Disability, the team of PORAKA
offered direct support for the local organizations in the promotion and realization
of the campaign on local level.
In almost every local organization actions for wide distribution of the materials
were realized and also activities aimed towards noting the European year on
local level, and provision of broadcasting the TV spot in cooperation with
the local television stations.
Within the campaign, number of presentations and statements from the team
of PORAKA in the electronic and written media were noted, and also direct promotions
and presentations of the campaign were made during seminars, counseling meetings,
conferences and public events.
